Adnan Selçuk Mizrakli was born in 1963 in Siverek. He was elected mayor of the city of Diyarbakir in the local elections of March 31, 2019 with a total of 490,571 votes and with a vote rate of 62.93%. Former mayor was arrested on October 21, 2019 and charged with  "belonging to a terrorist organization". He had a second hearing in February 2020 and is one of 23 elected mayors currently in detention in Turkey who are accused of links to the banned Kurdistan Workers' Party. The prosecution alleged that Mizrakli attended the funerals of PKK members. On March 9, 2020, he was sentenced to 9 years and 4 months in prison for "belonging to a terrorist organization".

Mızraklı started working as a cardiologist in Diyarbakir in 1991. He worked as a surgeon and was involved in the medical chamber. He was also active in the Congress of the Democratic Society (DTK) since 2000. In the general elections of June 24, 2018, he was elected to represent Diyarbakir as an MP. In the local elections of March 31, 2019, he was elected mayor of Diyarbakir with 62.93% of the vote. He became well known among the opposition by publicizing a luxury suite in Diyarbakir Municipality which was built by a trustee, appointed by the Turkish government before he took office. Due to political pressure, he was removed from his post as mayor of Diyarbakir on August 19, 2019. The people of Diyarbakir protested for weeks against this decision.
